Hello mckernjl and welcome to the forum. I’m not an expert on protective clothing (my experience so far is not encouraging), but here are a few observations.
The answer to your question is not easy. It will depend on the nature and strength of the signals as well as the type of clothing. I suspect it would not be easy to ascertain the exact type and frequency of the signals involved – I can’t imaging that the NSA would divulge such information. As far as the clothing goes, my understanding is that most clothing is designed to protect from RF radiation – it’s not always clear to me what, if any, protection it provides for other frequencies.
Also no shielding is 100% effective (unless you go for heavy-duty metal sheeting….) so I would guess that there would not be complete protection even if the clothing is designed to protect from these frequencies.
As this stuff appears to be targeting the brain, ‘clothing’ would have to cover head and neck protection.
